Misuse of Food Stamps, Petit Larceny Arrest

Steuben County Sheriff Jim Allard reports that on November 10, 2022, Investigators of the Steuben County Sheriff’s Office arrested Thomas L. Popps, age 33, of Bridge Street, Corning, New York. It is alleged that on 06/14/2022, Mr. Popps used another person’s benefit card issued by the Steuben County Department of Social Services. As a result, Mr. Popps obtained benefits which he was not entitled nor authorized to receive in the amount of $82.53. It is further alleged that on 06/02/2022 to 06/06/2022, Mr. Popps used another person’s benefit card issued by the Steuben County Department of Social Services while that person was incarcerated in the Steuben County Jail. As a result, Mr. Popps obtained benefits which he was not entitled nor authorized to receive in the amount of $247.02. Mr. Popps is charged with Misuse of Food Stamps, Misuse of Public Assistance and Petit Larceny. Mr. Popps will appear in the Village of Bath Court at a later date.

The Steuben County Sheriff’s Office was assisted by the Steuben County Department of Social Services Fraud and Legal Affairs Unit, and the District Attorney’s Office.

Filing a False Instrument, Petit Larceny Arrest

Steuben County Sheriff Jim Allard reports that on November 11, 2022, Investigators of the Steuben County Sheriff’s Office arrested Patricia C. Copus-Penn, age 50, of Bath New York.

It is alleged that from 08/29/2022 to 09/30/2022, Ms. Copus-Penn offered a false instrument for filing to the Steuben County Department of Social Services and received benefits from the Steuben County Department of Social Services in the amount of $133.00 that she was not eligible to receive.

Ms. Copus-Penn is charged with Offering a False Instrument for Filing in the First Degree, a class E Felony and Petit Larceny. Ms. Copus-Penn was released with an appearance ticket to appear in the Village of Bath Court at a later date.

The Steuben County Sheriff’s Office was assisted by the Steuben County Department of Social Services Fraud and Legal Affairs Unit, and the District Attorney’s Office.

Filing a False Instrument, Criminal Use of a Public Benefit Card and Petit Larceny Arrest

Steuben County Sheriff Jim Allard reports that on November 11, 2022, Investigators of the Steuben County Sheriff’s Office arrested John L. Landsborough, age 56, of Bath New York.

It is alleged that from 08/29/2022 to 09/30/2022 Mr. Landsborough offered a false instrument for filing to the Steuben County Department of Social Services and received benefits from the Steuben County Department of Social Services in the amount of $500.00 that he was not eligible to receive.

It is further alleged that on 10/10/2022, Mr. Landsborough sold his benefit card issued by the Steuben County Department of Social Service for cash. As a result, Mr. Landsborough obtained benefits which he was not entitled nor authorized to receive in the amount of $198.46.

Mr. Landsborough is charged with Offering a False Instrument for Filing in the First Degree, a class E Felony, Criminal Use of a Public Benefit Card in the Second Degree and Petit Larceny. Mr. Landsborough was released with an appearance ticket to appear in the Village of Bath Court at a later date.
