Steuben County Sheriff rescues seven dogs, owners charged

Search Warrant, Animal Cruelty Arrests

Steuben County Sheriff Jim Allard reports that on February 3, 2023, the Steuben County Sheriff’s Office executed a search warrant at a residence on Hillside Lane, Cohocton, New York, subsequent to an investigation into several reportedly malnourished and neglected dogs. During the search, Deputies recovered seven adult dogs and six puppies which were seized and taken to the Finger Lakes SPCA and the Hornell Humane Society for emergency treatment. Deputies arrested Emma C. Miller, age 23 and Shawn D. Semple, age 41, both of Hillside Lane, Cohocton. Ms. Miller and Mr. Semple were charged with Failure to Provide Proper Sustenance and released on an appearance ticket to return to Town of Avoca Court at a later date.

Sheriff Allard thanks the Finger Lakes SPCA, the Hornell Humane Society and the Avoca Town Code Enforcement Officer for their assistance in this investigation and arrest.
