Hornell’s Downtown Transformation Continues:

Bid Accepted for Streetscapes, Alleyway, Wayfinding and Public Art

Hornell’s Downtown Revitalization Initiative (DRI) continues to surge forward as the second municipal project commences. In a special August meeting of the Board of Public Works, the bid from C.P. Ward was accepted in the amount of $2,968,000.

Mayor John Buckley expressed his excitement for this next project to move forward, “We are pleased the competitive bid from C.P. Ward aligned well with our budget. As the Union Square Park project nears completion, we are thrilled to move forward with this second project, where you will really begin to see how the DRI is going to transform our downtown.”

The streetscapes and alleyway improvements will include sidewalk replacements, upgraded benches, tree replacements, enhanced accessibility, and add electrical components. This will bring a more modern functionality and appearance, while keeping the quaint and hometown feel residents have enjoyed for years.



The project’s scope extends across key corridors, encompassing improvements along Main Street, spanning from Center Street to Seneca Street, as well as along Broadway. Alleyway improvements to Pave Alley are also planned in the upgrade. Additionally, the sidewalk areas between Seneca St. and Genesee St., and between Seneca St. and Maple City Drive have been added to the project and accepted in the bid.

Now that the bid has been accepted, the next step is for the contractor to establish a schedule. While the final timeline is yet to be determined, preliminary plans indicate work may commence this autumn and conclude within a year. The City will closely collaborate with the local business community to minimize disruptions to business and services throughout the duration of this project.



Mayor Buckley emphasized how the DRI builds on our community’s strengths, noting, “While we have much to be proud of that promotes a vibrant and accessible downtown, the addition of wayfinding and signage will be helpful for visitors; guiding them to downtown destinations while highlighting opportunities, such as free parking. The new public art will increase attractiveness for both residents and visitors, providing eye-catching appeal to everyone who ventures downtown.”

The City of Hornell has once again partnered with Labella Inc. in bringing this dynamic project to life. As with many construction projects, we understand that there will be a brief disruption, and we encourage patience as we work to bring these once-in-a-generation improvements to our community.
