Cuba man jailed for manslaughter after fatal hit-and-run accident, Hornell man charged with leaving the scene

Three police agencies investigated the report of a person struck and killed by a motor vehicle on Saturday around 12:05 a.m. near Cuba and West Clarksville.

Police have not released the name of the deceased.

Cuba Police charged Dustin S. Cowles, 22, of Cuba, with second-degree manslaughter, felony criminal tampering with physical evidence, felony leaving the scene of a fatal motor vehicle accident, reckless driving, speeding and failure to maintain lane.

Cowles was arraigned in Cuba Town Court and sent to the Allegany County Jail on no bail.

Cuba Police also charged Kameron M. Mills, 22, of Hornell with felony charges of leaving the scene of a fatal motor vehicle accident, felony criminal tampering with physical evidence and obstruction of governmental administration.

Mills was arraigned in Cuba Town Court and released until a pre-trial hearing.

After the accident, Route 305 was closed between from County Road 6 (south of Cuba) to Nile Road, north of West Clarksville.. Within two hours of the incident, the alleged vehicle was found. Police then took Cowles and Mills into custody within an hour of each other.

Cuba Police were assisted by the Cattaraugus County Sheriff’s Office, the New York State Police, Cuba Fire Department, Clarksville Fire Department and the Allegany County District Attorney’s Office.

Cuba Police said they “will not be releasing any additional information on this incident at this time as it remains an ongoing investigation.”

Cowles was charged on May 3 of 2023 by Cuba Police with driving while ability impaired by alcohol and driving while intoxicated, resisting arrest, two counts of second-degree criminal contempt and other misdemeanors.
