McLaughlin Appointed Assistant Chief Operator at Hornell City WPCP

“Robert is a tremendous asset to our team”

The Board of Public Works unanimously appointed Robert McLaughlin to the position of Assistant Chief Operator at their April meeting. McLaughlin recently received his 4A Wastewater Treatment Plant Operator license, the highest level of certification offered by the New York State Department of Environmental Conservation (NYSDEC). This credential qualifies him to operate a Water Pollution Control Plant (WPCP) of the size and complexity of the City of Hornell’s and made him eligible for the Assistant Chief Operator position.

McLaughlin is a 20-year employee of the City of Hornell. WPCP Chief Operator Richard Dunning expressed his confidence in McLaughlin’s ability to take on this new role, stating, “Robert is a tremendous asset to our team. He has shown years of hard work, training, and dedication to the field. I look forward to his input and expertise as Assistant Chief Operator, and to his continued contributions in maintaining the quality of our facility and protecting the greater Chesapeake Bay watershed by ensuring the highest quality effluent is released into the Canisteo River.”

Mayor John Buckley also praised the appointment, saying, “Robert’s promotion is a well-deserved recognition of his commitment and professionalism. Earning a 4A license is a major accomplishment that requires extensive training and a deep understanding of plant operations. We’re proud to have him in this expanded role, helping to ensure our plant continues to operate safely and efficiently.”
