Wellsville Police patrol car strikes pedestrian, serious injuries reported

The accident occurred about 1:00am on November 25 at the intersection of Main and West State Street

An early morning collision between a Wellsville Police Department patrol car and Ricky Armstrong of Wellsville resulted in significant injuries according to Armstrong’s family. The accident appears to be just that, with no foul play or official police action involved.

Village of Wellsville Mayor Ed Fahs issued this statement Wednesday evening:

A Wellsville Village Police Dept vehicle was involved in an accident with injuries to a pedestrian near the intersection of W. State and N. Main, at approximately 1am on 11/25/25. The victim was transported to Jones Memorial Hospital for treatment. The victim was not being pursued by the Wellsville Police Department. New York State Police also responded to the scene. An investigation is ongoing.

According to NYS Police reports, the driver was Seth Farrand, a village police officer on patrol. As is protocol with any incident involving a village police officer, state police responded. Per that NYSP report no tickets were issued and the incident was noted as “Closed/Cleared.”

Armstrong’s family members explained that the injuries were serious but not life threatening. His wife detailed the injuries as, “a C1 spine fracture, multiple fractures to his face, a brain bleed, broken fingers/toes. He will be in a neck brace and still waiting to see if surgery is necessary.”

Armstrong’s wife, Prisicilla, stated that they had been in contact with the law office of William Mattar and retained the noted WNY personal injury attorney.
