Two arrested for assaulting children by NY State Police

On October 18, 2023, the New York State Police from SP Horseheads announce the arrest of two persons subsequent to a month-long investigation into the report of child sexual abuse.  

Joseph D. Storch, age 33, of Veteran, NY, was arrested for Sex Trafficking of a Child (B Felony). Storch was arraigned in the Town of Veteran Court and committed to the Chemung County Jail on a $500,000 cash or $1,000,000 bond pending future court proceedings. 

Edward F. Wheaton, age 68, of Elmira, NY, was arrested on an arrest warrant charging him with Predatory Sexual Assault Against a Child (A-II Felony). Wheaton was arrested on the warrant by members of the Gaston County, North Carolina Sheriff’s Department.  Wheaton was charged as a Fugitive From Justice and is being held in the Gaston County Jail while awaiting extradition back to New York State.  

The New York State Police were assisted in this investigation by Chemung County Child Protective Services (CPS) and the Chemung County Child Advocacy Center (CAC).
