Steuben County Arrest announce three Animal Cruelty Arrests in Canisteo

Two “emaciated” dogs treated at the Hornell Area Humane Society

Steuben County Sheriff Jim Allard reports that on June 2, 2026, Investigators of the Steuben County Sheriff’s Office arrested Jessica A. Raish, age 36, Mark A. Raish, age 41, and Katelina M. Raish, age 21, of County Route 29, Canisteo, New York, following an investigation of reported neglected and emaciated dogs.  It is alleged that the defendants failed to provide proper nourishment, hydration and sanitation for two dogs in their home.  All three defendants were charged with two counts of Overdriving, Torturing, and Injuring Animals; failure to provide proper sustenance, and were released on appearance tickets to appear in Canisteo Town Court.

Both dogs were removed and received emergency medical treatment at the Hornell Humane Society.  Sheriff Allard thanks the Hornell Humane Society for their assistance in this investigation.

All parties are presumed innocent until proven guilty in a court of law

Since May 20, 2026, those found guilty of animal abuse will be placed on a registry and forbidden from owning animals in the future. Read more below:
