Sheriff’s Deputies arrest three in Steuben County Jail for drug smuggling

Three Arrested for Prison Contraband

Steuben County Sheriff Jim Allard reports that on October 13 and 14, 2022, Steuben County Sheriff’s Office deputies arrested three Steuben County Jail inmates for possessing prison contraband following an investigation of drugs being smuggled into the Steuben County Jail. Arrested were Joshua G. Lavigne, age 32, of Stacia Drive, Elmira, New York, Thomas R. Shaffer, age 28, of Allen Street, Cohocton, New York and Anthony A. Devito, age 32, of State Route 415, Bath, New York.

It is alleged that these individuals possessed or introduced dangerous drugs into the Steuben County Jail. Mr. Lavigne was charged with Criminal Possession of a Controlled Substance in the Seventh Degree and Promoting Prison Contraband in the First Degree, a Class D Felony, Mr. Shaffer was charged with Promoting Prison Contraband in the First Degree and Mr. Devito was charged with Promoting Prison Contraband in the First Degree. All three were arraigned in the Centralized Arraignment Court and returned to the jail.
