McLaughlin Passes 4A Wastewater Operator’s Exam

Robert McLaughlin was recognized at the February Board of Public Works meeting for earning his 4A Wastewater Treatment Plant Operator license. McLaughlin, a 20-year employee of the City of Hornell’s Water Pollution Control Plant (WPCP), has achieved the highest level of certification currently offered by the New York State Department of Environmental Conservation (NYSDEC). This certification is required to oversee a facility as complex as Hornell’s wastewater treatment plant.

WPCP Chief Operator Richard Dunning commended McLaughlin’s hard work and dedication, stating, “Everyone who works with Robert knows what a terrific worker and a dedicated operator he is. We’re all very pleased to congratulate him on this achievement.”

Dunning went on to highlight the significance of this accomplishment, explaining, “The path to becoming a chief operator of a 4A plant is a long one that can take many years to complete. Operators must meet extensive requirements, including education, experience, specialized training, and laboratory proficiency. Additionally, they must pass an ABC board certification exam and demonstrate their ability to perform lab testing, interpret data, and make operational adjustments to ensure the highest quality effluent is released into the Canisteo River.” The 4A certification exam is widely regarded as one of the most challenging in the field, with a 75% failure rate.

Mayor John Buckley praised McLaughlin’s achievement, stating, “I’m proud of Robert for earning his 4A license and for his dedication to our wastewater treatment facility. This certification requires years of experience, rigorous training, and a deep understanding of plant operations. His expertise will help ensure our facility continues to operate at the highest standards, protecting both residents and the environment. Congratulations, Robert!”
