Animal Cruelty arrest made in Hornby NY after malnourished dogs discovered

From the Steuben County Sheriff’s Office,

Steuben County Sheriff Jim Allard reports that on May 22, 2026, Deputies of the Steuben County Sheriff’s Office arrested James A. Byrnside, age 69, of Dry Run Road, Hornby, New York, following an investigation of a loose dog which appeared to be malnourished.  Three dogs were removed from the residence by the Hornby Dog Control Officer and the New York State Police to receive emergency treatment at an animal treatment center.  Sheriff’s Office Investigators conducted an investigation into the alleged maltreatment of the animals.  It is alleged that Mr. Byrnside failed to provide proper care or sustenance for three dogs at his residence.  Mr. Byrnside was charged with three counts of Torturing or Injuring an Animal.  Mr. Byrnside was released on an appearance ticket to appear in Hornby Town Court.
