Joyce-Phelps: “They are the best of the best!”

The huge network of county and city DMV offices spent about five days closed earlier this month for major software upgrades According to Allegany County Deputy Clerk Amanda Joyce-Phelps the work was to upgrade license transactions only. Registration transactions will still be processed by the legacy system until early 2028. Joyce-Phelps also noted:

New York State DMV has contracted with software company FAST Enterprises, LLC, which has implemented similar systems in more than 20 other states, to help NYS DMV modernize its technology platforms and service delivery in two major stages over the next two years. The new technology will replace and consolidate a significant portion of DMV’s legacy technology, some of which are over 50 years old. The goal of this initiative is to make the DMV more secure, stable, and agile and to provide DMV customers with more efficient, secure, and convenient services.
While she acknowledged that it wasn’t exactly an easy or smooth transition, the team worked hard and customers were understanding about the closure:
“While the transition has not been seamless, we had expected that might be the case so we tried to be as prepared as possible. I cannot give enough praise to my staff for working through the glitches, finding solutions, and keeping the lines moving. It was a total team effort. They are the best of the best! Thank you also goes to our customers for their patience! We had lines down the hall for the better part of each day.
We are optimistic that as time goes on, the glitches will get ironed out and it will be a much better system all around. That will take time.”
