Mystery candidate will be appointed to fill empty seat in Steuben County Legislature

The unnamed individual will finish the term of late legislator Guy Hammond of Bath

Steuben County legislators face a somber task in addition to a packed agenda when they meet at 10 am, Monday (Nov. 28) in the county Annex, 20 East Morris St.

County legislators will be asked to appoint a legislator to fill the unexpired term of county Legislator Guy R. Hammond, R-Bath, who died Oct.7.

A local veterinarian and dedicated civic leader, Hammond was elected to his first four-year term in 2021.

By procedure, the unnamed candidate must be a resident of the Town of Bath, approved by Bath Republicans and nominated by the Steuben County Republican Committee. The individual must be formally appointed by the county Legislature before representing the Town of Bath until the 2023 election.

Other agenda items on Monday include:

Legislators also will be asked to approve a Fire Mobilization and Mutual Aid Plan to incorporate mutual assistance with firefighting units in Tioga County, Pa.

The plan would allow swift emergency response between firefighters notably between towns located within miles of each other along the New York-Pennsylvania border through an agreement with the Tioga County Fireman’s Association.

Any fire unit may officially withdraw, with 30-days’ notice, from the plan.

Recycling televisions and computer monitors will be cost-free beginning Dec. 1 with a resolution amending the

“E-Waste Recycling” tip fee at the county landfill from $15 per item to a zero charge. The county had been forced to charge the fee to anyone dropping off CRT and non-CRT TVs and monitors due to state Department of Environmental Conservation regulations, which were recently updated.

Legislators will be asked to accept a state grant for more than $651,000 from the state in response to a top-ranked proposal from the Steuben Public Defense Department.

The funds will promote better Family Court decision-making, reduce the needless separation of children from their families, save foster care costs, diminish disparate racial impacts, and reduce long-term costs to the state and to Steuben.

Other grants on the county Legislature’s agenda include:

  • State Department of Homeland Security and Emergency grant of more than of $172,000 to the county Sheriff’s Office to support staffing, planning, education, and prevention for acts of domestic terrorist threats.
  • A Cyber Security grant of $50,000 for purchasing of, and training on, a Security Information and Event Management System, including a remote authentication system, which will greatly enhance the Steuben’s cyber security posture.
