Bid Accepted for Repairs to City of Hornell DPW Garage

Universal Builders General awarded half million dollar contract

At their March meeting, the Board of Public Works approved the bid from Universal Builders General Contractors, Inc for the necessary improvements and repairs at the Department of Public Works (DPW) garage. The bid, which includes a base price of $503,148, along with alternate bid prices of $25,000 and $51,348, was unanimously accepted.

“The DPW garage was constructed in 1972, and has exceeded its 30-year anticipated lifespan. There is a definite need for the replacements and repairs with the current condition of the building. The cost for these improvements is easily the most affordable option,” stated DPW Assistant Superintendent Ashley Brown.

“The DPW garage has been showing its age for a while. This bid aligns within our projected budget and these repairs are necessary to maintain the safety, function, and efficiency of the Department of Public Works,” stated Mayor John Buckley. The bid includes the removal and replacement of the roof and wall panels, as well as the overhead doors and windows, and door and window trim. “Given the age and condition of the building, it’s best to prepare for possible challenges, and we’ve included a $25,000 contingency to address potential challenges. Finally, the second alternate entails repair and replacement of the building’s insulation. This will allow for improved heating and cooling, and for the building to be more energy efficient in the future,” Buckley continued.

The DPW garage serves as the primary facility for mechanical repairs on all vehicles in the City’s fleet, including ambulances, police vehicles, DPW equipment, and transit buses. It also functions as a storage space for vehicles and equipment. The project is expected to initiate this spring and be completed in a little over a month.

“In addition to addressing the physical need for repairs, improving the building’s condition will likely boost morale. Working in a safer, more comfortable environment can lead to increased efficiency, productivity, and performance,” remarked DPW Assistant Superintendent Ashley Brown.

Mayor Buckley concluded, “The DPW garage is a vital component of our Public Works department and these improvements will ensure its functionality and longevity for years to come.”
